I'm willing to bet that if it was possible to legally move either knight to f3 squeeb would have indicated which one he meant to be moved. Shorthand allows for that. Either way...
g8-f6
or 2. ... g8-f6
or 2. g1-f3 g8-f6
Whichever you prefer. (I'm a fan of the shorthand.)
