Cement sets up due to a chemical reaction, not because the water evaporates. I have no idea if that would cause a burn, though. I sort of doubt it. In warm weather, you can cause the cement to become much harder by sprinkling water on it, keeping it wet for several days after its poured. Once its dry the reaction and bonding of the molecules ends.
I believe the challenge is to determine what is being poured in the box by the participants. They are blindfolded as well as wearing heavy gloves. Whatever, its still funny.
