I've seen a discussion of this clip before, and the conclusion they came to is that the section immediately to the right was open, and the car fishtailed to make it look like it went straight through. Either way, that's a lot more plausible than a ghost car
As for the Gettysburg footage, it's simply too indistinct to judge either way. You could create the effect with a bedsheet at the end of a pole. Not to say that it's faked -- just that faking it would be fairly easy.
Video is tough. It's either blurry and poorly framed, or it's so clear that digital effects become a consideration. The kind of SFX we're capable of these days makes footage and photography unreliable.
