Last I heard, you could only play PSX games on the PS3 if you downloaded them for a price from the PSN. If you want to play only PSX and PS2 games buying a PS2 is still the best bet. Game-wise the PS3 isn't worth a purchase, yet.
About backwards compatibility, unless you have a launch console PS3, both the PS3 and 360 offer backwards compatibility through software emulation. Meaning neither console allows you to play through the full library of their previous generation titles. However, both do let you play some previous gen titles.
Back on topic, as it stands on 09-29-2007 I'm casting another vote for the 360 over the PS3 and the Wii.
