I'd say that searches geared toward legal proceedings and research will generally be more correct than what Google will find regarding legal issues. You are less correct because the nature of the crime committed is being discussed and you posted a definition of the act in question that does not match the definition set forth in the law pertaining to that act.

1) The UN Law of the Seas deals with international waters. Furthermore, the US is a non-signatory to this treaty.
2) My proof was the disposition of a similar case without trial. It didn't even live to see an opinion or an appeal. I checked the 11th Cir. Ct of Appeals before posting the Greenpeace article.
