Sculpey/Fimo is gonna get expensive (also, I don't think it's food-safe)... depends on how big your cake is.
I suggest making big sheet cakes and using those to layer and build your form. This depends on your form of course, but we made a fantastic topographical island cake this way before.
I've also seen people use rice-krispie treat cuz you can mold it easily while it's hot, it's cheap and edible, and it holds its shape well when it cools. You can also sculpt it quite easily with kitchen tools.
Can you give us a better idea of what the end result should be?
