Imagine, if you will, two girls in high school out running on their own for cross country practice. They run past a car in the parking lot as a guy steps out, wearing no pants and with an obvious erection. They don't know him. They've never seen him before.
He runs after them and grabs one by the back of the hair. He pulls her to the ground. He tries to get her clothes off in a parking lot in full daylight. Luckily orientation for the basketball teams had just let out and several students and parents pull the man off her and subdue him until the police arrive.
It happened at my high school a few years before I was there.
This sort of flashing can be a prelude to something else. Crompsin, good luck on not "letting" your significant other be offended by a flasher. If that's something you think you can control, you obviously don't know much about people, let alone women.
Grown adults shouldn't use force other grown adults into sexual acts against their will. That's what flashing is: using the unsuspecting to get your own jollies.
