I guess it depends on how I felt about the person. I guess if the element of feeling threatened was removed, all I'd feel like was that that person hadn't much progessed beyond Jr. High (keeping in mind that the OP is about being flashed from/in a moving vehicle). Still not something I'd categorize as enjoyable.
Now if they were acting silly and funny along with it, then yeah, that'd be funny.
