We're having huge upticks in urban violence, which I think lends itself to unrest in our communities, and it can be just as disruptive as a terrorist attack," Fahey said. "It is a form of terrorism."
Using that rationale, Fahey would like to use federal homeland security funds to purchase surveillance cameras for high-crime areas and to take other steps aimed at curbing gun violence
He said Tuesday that he has about six to 10 locations in mind where cameras would be useful, adding that other cities, including Chicago, have effectively used cameras in anti-crime efforts.
But a major question is how to pay for them.
During a previous trip to Washington, congressional leaders told him and other mayors from around the country that they would support efforts to curb the problem of illegal guns. Fahey said he wants to see them back that up now.
Federal homeland security money is used for cameras at times, but those generally are for monitoring chemical plants, nuclear facilities and other potential terrorism targets, officials said.

In as much as gang violence has been a major problem in Omaha, I view this as a misuse of federal funding. On the other hand, maybe we can now send some of these little hoodlums to Gitmo, with no hope of any trial. Hmmmm...
