You could say that.
One example might be,
"I'm NOT a capitalist". It doesn't mean that you are a communist or any other form of an established, political institution.
Another example might be,
"I do NOT believe in God". It doesn't mean that you deny God's existance or that you are saying that God didn't create heaven and earth.
"I don't believe in God" merely means that you are not fully convinced. Nothing more - nothing less.
