I think your order is all wrong and there is a number 4. Goes like this:
1. North Korea decides to develop nuclear weapons
2. Bush declares North Korea, Iran, and Iraq the 'Axis of Evil'.
3. Bush invades Iraq and blows it to smithereens.
4. NK negotiates to prevent the same fate.
