To be honest (and I may be alone on this), I think that's ridiculous. Do you look at a man who shaves his moustache and beard and think, "God, he really should grow some facial hair, because he looks like a kid and I'd feel like a pervert"?
Of course not.
The non-scalp hair comes with puberty, and you can leave it or remove it as you please, whether it's on your face, armpits, chest or crotch. I like to be bare under my arms and down there. I don't think having hair there or not makes me any less of a woman.
