I've never waxed, but I shave regularly - sure it was itchy the first one or two times, but now I'm rather used to it. As long as you don't constantly cycle from bare to hair I think the itchiness will subside. I don't know why but I prefer the feel of being shaved, when I first started I noticed it felt more cool (temp wise), though now it's been three years so I couldn't compare.
...As for waxing, I've seen some painful videos of bikini waxes - I'd never ask my SO to have one done (and thus justify myself not waxing).
