Where are the coolest playgrounds in Central Park?

the carousel -
if you're up for a workout you can rent a rowboat at the boathouse - not sure the 8 month old would apppreciate it though

Bronx Zoo or Central Park Zoo? Both?

Based on the ages, if it's for the kids, the central park zoo, but the bronx zoo is way cooler for the adults, though the almost 3 year old might appreciate the train ride to the zoo... subways are kind of cool to some...

Where else in the city besides the park can a toddler just run around and burn off steam?

toys r us
or hop on the train and go to the brooklyn botanic garden
My most favorite place in the city though is the Cloisters - in upper manhattan - take the A train to 190th street and it's quick walk to fort tryon park - the park is beautiful and the museum is really cool.

Any simple takeout recommendations around the Park for picnics?

any grocery store would have a take out section but my personal choice would be Balducci's - a fantstic italian deli on 8th avenue and 14th street that just has amazing food...

What about a bustling Chinese restaurant that offers Dim Sum?

Go to chinatown and find a place that isn't full of caucasians
you also might want to check out the Children's Museum of Manhattan -it's more interactive stuff for kidlets... and at least walk by the guggenheim - cuz it's a cool building... The musuem of televison and radio is great for a rainy day..
A ride on the staten island ferry is also kind of neat - you get to do a drive-by the statue of liberty and ellis island - and last i checked it was still free
