I wouldn't think it would be fuzzy from splitting it to just two televisions unless the second television is a substantial distance away. Do you get a fuzzy picture on both or just the additional one and where exactly is it split?
I ask because the split is supposed to be as close to the source as possible (right where the cable enters the house, for example). I haven't dealt with cable in a while, but I would say it could be just about anything from a bad splitter to a bad run of cable to a shitty television. I'd just place and replace components until I figured it out. That is, if the first t.v. works fine, I'd put the second in it's place to see if the second television is the culprit. Run a few different types of cable to the second television to see if that's the cause. One bad cable is possibility, two bad cables is a coincidence and three bad cables means something fishy is going on.
If you don't want to mess with all that, I know you can buy a signal booster to help with fuzzy reception problems, but it's been so long, I have no idea off the top of my head about pricing.
