I agree. The cops would have processed the scene and been done by the next day at the latest. Even if they were fucking around and not done, the scene would need to be guarded to prevent the crime scene from being contaminated.
I think the problem is determining who's problem the trailer is. If you're saying no one missed him for three weeks, there is a chance that he has little or no contact with other relatives. Nothing will probably be done until someone assumes responsibility.
You can keep trying the health department but I don't think you will get very far. Yes, the inside of the trailer is a bio-hazard and smells bad, but it isn't a hazard as long as it is locked. As Analog put it, "the smell is not hazardous".
You might get better results by checking your local ordinances for info on nuisance properties and contacting the municipality.
