When you call the health department, mention that you've seen some kids playing around the area, and it's not safe. If you harp too much on the smell, they'll take their time... because the smell is not hazardous. lol
Part of the issue may simply be that it's still a crime scene. If they're investigating it as more than a suicide, it may be some time before they can do much of anything with it. Still, see what the health department can do.
