I totally agree. Don't forget that the owners, coaches, players, commisioner, etc. KNEW the players were taking PEDs. He'll PED's go back before steroids also. Players have been geeking out of speed since the 60's.
It was never formally banned by baseball until it all blew up. Don't give me the line about it being illegal. Sure it was illegal but MLB didn't give a damn that the players (pitchers and hitters) were juiced.
