You'll need a variable speed cassette deck. You can find them at most music stores. Something that has 7.5ips; 15ips and 30ips. They can be kind of pricey though.
OR
You can capture them on a computer and THEN use an audio editing program (I use Sound Forge; but there are free ones out there) to slow them down. All you need is a cassette deck with audio outs and a soundcard. You'll need an adapter (Radio Shack) that has the right connections for your cassetted deck and soundcard. I'm not sure what you have ...
Bonus: Then you can burn them to CD.
Depending on where you live you can find services to do all of this for you ... again: pricey.
