Cellulite is genetic and there's no real "cure" for it. And it's not necessarily about the amount of fat you have on your body, but about the way your fat cells are distributed, which is genetic. You can be skinny as all getout and still have cellulite. It has to do with the structure of connective tissue under the skin. Men have a more regular structure, which prevents fat cells from being close to the surface of the skin, which is why they don't show cellulite as readily as women.

There's not a lot you can do about it, because the structure of your connective tissue is genetic. You can decrease the size of the fat cells to some extent through exercise and diet, but those cells are still going to be near the surface, and dimpling is going to happen. It's totally not fair, but there you have it. It's kind of liberating (as a woman who has had cellulite since my mid-20s when I was at 21% body fat, which is fairly fit for a non-athlete) to know that it's not a personal failing due to too much buttered popcorn, but something I can't really control. It's just there, and I'm used to it. Now if only everyone else in the world knew that and didn't think "God, what a lazy cow!" I can make it better through my diet and behavior, but it's never going to go away entirely. Sucks, but maybe in the next life I'll be one of those people with genes for perfectly smooth skin!
