I'm a doctor and your friend is incorrect. Muscles don't "get loose" over time - By that rationale bodybuilders ought to be soft and limber. Connective tissue stretches and gets more flexible, but muscle can be exercised (e.g. kegel exercises) to hypertrophy and tighten.
