I wouldn't take the "all new characters" idea too literally. Successful productions don't just dump their entire casts. We have the term "Jumped the shark" for this very reason.
I imagine that a core of this season's most popular and attractive cast members will survive the cliff hanger to form the heart of next season's storyline. Can you honestly imagine NBC dropping a commodity like Claire or Hiro from the show? Besides, someone has to unite and mentor the disparate newcomers.
A natural storyline has Nathan elected and the survivors from this season fighting for social and political rights a la X-Men. (Bleh)
I also expect the resurgence of Eric Roberts' Anti-mutant government agency under some new creep's guidance.
Have the producers really stated that they are going to replace the entire cast?
