To me this isn't what I would consider terrorism personally. I have to agree with Vincentt this sounds more like guerilla warfare. Terrorism for example is walking on to a bus with a bomb with tons of nails in you and go boom so you can kill as many as possible and the nails can become projectilie weapons.
