Indeed, TagScanner is a great recommendation. Extremely powerful. It can handle pretty much any tag format and does so with extreme ease. You can manually edit tags yourself, altering many at a time, you can generate the tags based on the file name, you can select an album of files and have it check freedb, you can rename the files based on the tags, and a whole ton more.
