Ah. Well the shorts/leg thing is a little further than flirting, in my opinion. I'd say that falls into the realm of teasing.
I'm afraid I don't have much to contribute right now. Sometimes you have to make a big deal of something to make the other person understand it's important to you.
Why do you think she does it, if she knows already that it bothers you so much? How much/how frankly have you talked about it?
