I have to disagree with roachboy about the Loop. In the past it was really dead, but it's gotten much better in the last 5 years. There are lots more people living in the Loop, so there's been a noticable increase of "stuff" there.
River North is a completely different story. There's always been stuff there, at least in the last 10 years. Most of the cool restaurants and bars are north of the river, although there's a growing number south of Congress.
The parking at Millenium Park is also pretty cheap.
