It's not the order, it's that the bellboy's $2 and the guy's $3 should be counted in the same direction.
$25 they should have paid + $2 the bellboy kept + $3 the guys got = $30 they originally paid.
OR
$30 they originally paid - $2 the bellboy kept - $3 the guys got = $25 they were really charged.
The story as written goes:
$30 they originally paid - $3 the guys got
+ $2 the bellboy kept = $29 random weird quantum-dollars from bizarro world.
