What could be better? The actual context of the quote.
There was never any question on Plame's Covert Status. The congressman was asking a silly question like -do people come up to you and tell you that you are a covert agent. The congressman himself seemed to think that the Administration themselves did not know that Plame was covert -however this understanding means that
PLAME WAS COVERT
Just to summarize your analysis of the incedent -you take one statement out of context to defend against a plethora of statements within context.
