I have a pretty good credit rating, so I think I'd be eligible. However, I don't want to close the old account and open a new one because it would damage my credit rating. Can the bank transfer me over to the new card without closing and reopening the account in a way that would hurt my credit rating?

Although it certainly doesn't hurt to ask, I highly doubt it. I'm sure the bank will have a policy in place to prevent people from doing that.
