The thing is, we can't separate what the writers want, from what the characters want, from what the actors would have the characters do.
These three elements combine to form the result. We can discuss it from any angle we want.
To further clarify my point of view, the decision to shoot Cally was not actually in front of the Admiral yet... he was using it as a threat to get things back in line. I don't want to think about whether he would have done it if the gun (so to speak) was in his hand... I want him to be a good guy... damn you RDM for toying with my emotions like that.
