As far as the history. I'm not too keen on that.
For some great downtempo though, make sure to check out Thievery Corporation. King Kooba and Mark Farina are also good lounge electronica music; although Farina leans towards jazz side of things.
I used to listen to the college radio station during their freeform hour to find good downtempo music.
