I live in Winnipeg.
If like the arts, the Winnipeg is the place to be. Several art gallerys, and a ton of venues for local (and beyond) artists. The Forks, and Osborne Village will keep you busy for sometime with boutique shopping and events. The Exchange District has beautiful architecture and several boutique shops as well.
I can't say much for housing, as I don't have the experience to comment.
