Chat doesn't happen 24/7. If you join and nothing is going on, stick around or make a comment. People are always idling. They may speak up when you say something, or it might take a little more to get some activity going. In any case, don't be discouraged by the lack of chat at any particular time. The essence of IRC is idling.

My recommendation for those who have an interest in chatting but are not like others who simply leave chat open at all times:
When you're sitting at your computer and browsing TFP, open chat too. Maybe something will be going on, maybe chat will be dead. Say something if you want, or don't, but leave it open while you browse TFP and/or do other leisurely activities on the net. It certainly doesn't hurt, and at least occasionally you're going to find a conversation you might feel like joining
