As far as I've ever understood it:
First Base: "French Kiss"
Second Base: Anything above the waist (toplessness, coping a feel, etc)
Third Base: Anything but intercourse; ie: Hand jobs, fingering, oral sex, etc
Home Run: Intercourse
Also, I think that "striking out" is equivilant to a term I hate dearly, "Hooking up" and can represent a number of scenarios. You could say " I struck out" if you didn't get a date, didn't get any play, any missed opportunity. Just as hook up could mean sex, kissing, fooling around.
