Well. no. The greatest technological improvements in golf have been to the ball itself, but aside from that technology has improved the irons and wedges too, which Tiger used. Tiger elected not to use driver, which, given his length on the relatively short Hoylake course, was a good decision. Other golfers win events not using certain clubs - for example, some players carry 2 wedges and others carry as many as 4; some carry 5 woods, and some play 2 irons. You can't say those players didn't use technology anymore than you can say Tiger didn't use technology.
What Tiger did use to win at Hoylake was his brain - something Mickelson forgot about at the US Open, and Daly forgets about everytime he tees it up.
Tiger's biggest attribute is his brain, IMO. He rarely tries a shot he doesn't think he can pull off. People talk of his desire, his physical ability, and so on, but his thinking his way around a course is what wins him tournaments so consistently.
