Yeah, we're going to need some more information before we can really help...
Are you saying that it won't start, or that it does start but won't rev properly?
If it doesn't start, does the engine turn over when you press the start button? Assuming you have the kill switch plugged in and a fully charged battery, I would just choke the hell out of the engine and keep cranking on the start button in about 20 second intervals while feathering the throttle... it might take a while for fuel to pump into the cylinders if you haven't ran it in a while.
If it does start, but just isn't running correctly... you might want to take the air filters off the carbs and check to see if there is actually fuel being fed into the engine (once the filters are off, you can just look down into the carbs while the engine is running, no big deal).
Oh, and spyder... you're right that it is a two-stroke, air cooled engine, but it's definitely not a 200cc motor (not even the first Jet Skis had engines that small -- they started at 300cc)... the Blaster has a 701cc motor.
