I wouldn't buy it, if you only need it for this one project. I would suggest either working with the 30-day trial of flash, or perhaps having someone else who does know flash, creating the quiz for you.
Either way, you'll save. However, if you plan on doing more projects down the line, or dabbling in web design, it's worth every penny.
