A high rise could be good if you can demo the stairs and eliminate access to all but the first level.
Plus there is a good chance that there will be a wide variety of skill in a high rise. There might not be a doctor, but there's a good chance for a paramedic or a nurse. There might be plumbers/electricians/etc or atleast someone doing an apprenticeship.
