I've heard that the Topway guitar (used for guitar freaks, not sure about guitar hero) really sucks. But then again, i've also heard that the Topway drum set is no good and I haven't had any major issues with it yet.
As for a 2nd controller, I personally wouldn't get it, because no one in my family will play guitar hero with me.
