Under federal law, your liability is limited to $50 if your credit card is stolen and used by someone else. If you report it stolen before it is used, you are not responsible for any of the charges. The same law (Fair Credit Billing Act) requires citibank or any credit card issuer to follow specific dispute resolution procedures if you want to question any transaction.
Debit cards
do not have the same liability protection.

If you report an ATM or debit card missing before it's used without your permission, the EFTA says the card issuer cannot hold you responsible for any unauthorized transfers. If unauthorized use occurs before you report it, your liability under federal law depends on how quickly you report the loss.
