I know about this because I resell credit services. Fraud protection and chargeback rights are provided for by the credit network (visa, mastercard), not by the individual bank. No credit network has any such policy--in fact, the credit network and the merchant bank most often take the side of the cardholder in any dispute with a merchant. The cardholder is the person who supplies the money that makes the whole machine turn, after all.
In short: what you said here is pure crap.
