Roughly, yes. Realistically with a lens that small your image quality will degrade a bit at full optical zoom.

If you want more zoom than that, and you want it to be a high quality image, get a "real" camera. But then I doubt you have $50,000

It means it's a standard definition NTSC camera. Your TV displays around 480 or so lines. Those extra lines will be clipped, which is why you'll see a safe zone marker box in the viewfinder.

Unless you decide to spend significantly more (2-5 grand) you're not going to get a much better camera than the one you're looking at. Do yourself a favor regarding the tripod and get one with a quick release plate - that way you don't have to waste time screwing and unscrewing the camera from the sticks. You might also consider spending the cash for a tripod with a level adjustment on the head. Many tripods require you to play with the leg lengths to get the head level, which is a pain and takes forever to get right.
