Uploading the music from your PC with a data cable would be the easiest - it's what I use with my SE W810i. Another data transfer option is to do it via bluetooth, provided you have a USB bluetooth dongle.
I'm not familiar with any websites but I'm sure if you googled 'Free ringtones' you'd get a shitload of results. Good luck.
