Be careful scrubbing since shingles are easy to damge.
Try spraying first with a water and bleach mix (5 parts water 1 part bleach). If results don't ocur within half an hour increase to 3:1 then 2:1. The bleech should kill the mildew/moss and dry it out. Later you should be able to hose it off or if necessary sweep it off.
