And I had the exact opposite experience. Someone used one of my cards online with several overseas sites, and they wiped the charges. They also used it on several domestic sites and at a few retailers in California. I find it hard to believe that Citibank wouldn't let you dispute charges in another country if you could demonstrate that you were at home at the time. I can imagine them asking for proof, especially if you have a history of disputing charges incorrectly, loaning your card to others or have a criminal record. If none of those are valid in your case, I have a hard time believing that they wouldn't let you dispute and that it's even legal for them to disallow that at all.
