Sorry to bring up an older thread, but being from Louisiana, I figured I'd respond. The French Quarter is back to normal for the most part, so if you are in NO, that is a definite place to visit. Business and tourism is heading back to a more normal state. There is still A LOT of work left to do in New Orleans, but tourist-wise, it is surely a good place to visit.
