I flirted with that idea as well, but I think Jorgelito and Moskie's reasoning trumps that. Silar does appear to have prior knowlege of who has powers, (even Memory Girl was barely aware of her own potential), so unless he's a rogue insider from Dad's Government agency, he could definitely be from the future.
Since you mention the sword connection, maybe Hiro takes his sword from a defeated Silar. How cool would that be!
