Well, I don't know of any other way than lip balm. And if you're going to use lip balm it's gotta be Carmex. It is cheap and it is the best. It comes in a little pot w/ a yellow rather clinical looking lid and you can pick it up just about anywhere.
Also, don't lick your lips when they are chapped. It will only make them worse.
