I've only been with an uncircumsized guy. I loved never having to worry about lubrication when I was playing with him. Or any other time, now that I think about it. He was quite fastidious about keeping himself clean, so there was never an issue with "smelly dick cheese" (it made me laugh on the other page so I had to repeat it). I never really thought about the thing about pulling back the skin when putting on a condom... which could have explained why we broke every single one of them and gave up after a few tries.
He did say that the head is much more sensitive because it's sheathed most of the time when in his pants and he didn't know how he'd ever tolerate underwear or pants if he got cut now. I prefer the look, too. Much more is left to the imagination at times and it's wonderfully impressive to watch the transformation from "turtle neck" to "holy crap, let's go!"
