True that the buyer doesn't have to be from your county, but the rules and laws of the sale itself are SPECIFIC to the county in which the TRANSACTION took place. So if he came to YOUR house to pay and pick up, YOUR county laws are in effect. If you go to HIS house to exchange money and the firearm, then HIS county laws apply.
